U.S. citizens can currently enter Paraguay without a visa for stays up to 90 days, thanks to updated visa waiver policies (as of 2021). There is no longer a need to pay a visa fee on arrival. For other nationalities, visa requirements may still apply. Always check with your local Paraguayan embassy or consulate.
To obtain tax residency in Paraguay, you must apply for the Certificado de Residencia Fiscal through the national tax authority (SET). This requires having at least a temporary residency permit and a valid Paraguayan ID (cédula). If you are registered as a taxpayer, you also need to have a RUC and be up to date with tax obligations. Additionally, you must present a migration movement report that proves your physical presence in Paraguay during the fiscal year for which the certificate is requested. The certificate is valid for one year and is used to access tax treaty benefits and confirm your status as a tax resident.
